Hey what happened to your VIP status?
You Know there is one thing that has been bothering me. The human eye can see 30 Frames per Second or 30 fps yet almost all these rips are below 30 fps at 23.976 fps which is way below 30 fps and means there is flicker which can cause headaches and etc. I may be incorrect but you may as well use a VHS quality at these fps rips. It seems that at this present fps they are providing us that there is no excuse for a file this large since the less fps the less quality which should translate to way less size of the video files? Like I said I may be wrong but I do not think so from what I have learned. So my question is why is this so? I am not trying to downgrade anyone. I am just wondering why the fps are so low below 30 fps with most of these rips?
By the way Extremezone, I like your work the best even though they are below 30 fps. I always come back to you if I can.

Human eye doesn't see 'frames'. It streams directly what it sees to the brain. The reason why things that move quickly look like a 'blur', is because you brain isn't quick enough to process the image, resulting in a blurry image (happens with cameras too).
Running at ~24fps will not result in a flicker, as your screen will actually show the movie at 24fps. It would only flicker if your screen tried to sync the movie frames with your refresh rate.
The reason for that framerate, is indeed to bring down the filesize. It's also a good resolution that still looks smooth. It's also the refresh rate at which the movie is recorded (though, that practice might've died out by now), and usually the refresh rate that the TV stations broadcast at.
Either way - stop looking at the refresh rate. What you should really be concerned about is the resolution. When upscaled to a ~23" monitor, it doesn't look all that good, now does it.
